In November 2023, I was honored to receive your vote and become a Rockville City Councilmember.

Serving in this role has been a privilege and a responsibility I hold dearly.

I've made it a point to be present, engaged, and responsive to all residents across Rockville—traveling from Montrose to College Gardens, Twinbrook, Fallsmead, West End, Woodley Gardens, Lincoln Park, King Farm, and everywhere in between. I have been to civic associations, tenant associations, HOAs, business groups and met with groups of residents and in one-on-ones. 

The years I’ve spent on the City Council have been among the most productive in recent history. Together, we’ve achieved many milestones, including protecting RedGate Park forever, banning algorithmic rent price-fixing, strengthening protections for renters, redoing our Zoning ordinance, fully supporting public safety, boosting economic development, revitalizing our Town Center, safeguarding the King Farm Farmstead, improving streets and transportation for safer travel, and passing balanced budgets each year that ensure strong services.

I sincerely thank you, the residents of Rockville, for placing your trust in me. I hope I have been the kind of representative you deserve - responsive, attentive, and willing to ask the tough questions and take the tough votes.

Now, I ask for your vote and your help as I run for re-election for another 4-year term.

About Barry Jackson

I have lived with my wife Tracy and two daughters Savannah and Sydney in Rockville for over 16 years and love it - the activities, the gardens, the sense of community and the proximity to Metro and I-270. I have been active in the community in advocating for pedestrian safety, more police coverage of our area, increased sidewalks and access to the Senior Center through an entrance on Gude Drive. 

I was elected to a four-year term on the Rockville City Council in 2023. It is an honor and a privilege and a responsibility I do not take lightly. 

In 2018 I served as Chairman of the Board of the King Farm Citizens Assembly trustees and then was elected President in 2020 and reelected in 2022. 

Through my time as King Farm President, I’ve been able to work with City, State and County government and elected officials. As I have met with people all over this diverse city it becomes apparent how much people appreciate the values that have made Rockville a great place to live but also that they want to look toward building the future of Rockville together.

Together we can do that if we work together.  If we have diverse and representative people from all across Rockville to engage, reach out and help make sound decisions I know our best days are ahead of us.

I have had the opportunity to serve on various boards and committees of national and other organizations over the years including the American Stroke Association, the Voices For Healthy Kids which is a program of the American Heart Association to combat the issue of "food deserts" and the Rockville Area Village Exchange (RAVE) - a program to enable older adults to age in their homes. In addition to my being co-principal investigator of something called C3FIT which is a multi-year and multi-million dollar study designed to ascertain if home-based therapies for stroke can have as much impact or more than traditional institutional therapy.

In 2011 at the age of 38 I suffered a stroke. It gave me a different perspective on things that I previously took for granted. It was a long road to recovery and one that I still struggle with from time to time. I hope that by talking about it and using that experience in my everyday decision-making that I help ensure that different perspectives are taken into account. 

In 2018 I was elected to the King Farm Board of Trustees and became Chair of the Board in 2019 and then was elected as President of the King Farm Citizens Assembly in 2020. King Farm is a large HOA of approximately 10,000 people, 1400 homes and around a $3.3 million annual budget and with about $5 million in reserves. It actually is almost 1/7 of the entire area of Rockville, so we have many dealings with the City staff and elected officials.

Our family has also been active on the King Farm Screamin' Geese - our neighborhood swim team. It's a fun way to pass a summer with neighbors and provides the children with exercise and camaraderie.

My entire adult career has been spent working for some of the nation’s leading non-profits where I gained experience in grassroots organizing, government relations, communications, events like Congressional Lobby Days and grant management skills. Currently, I work full-time at AARP.

I enjoy spending time with my family, hiking, biking, driving in my Jeep and traveling and keeping up with old friends and making new ones. Oh and reading. I love reading. Everything.

Made Rockville the first city in Maryland to ban software-driven rent pricing that can increase housing costs for renters.

✅ Strengthened Renter Protections
Passed landmark landlord-tenant reforms with greater transparency, stronger tenant rights, and protections against unfair housing practices.

✅ Fully Supported Public Safety
Invested in police recruitment, retention, and staffing while selecting a permanent police chief and maintaining strong public-safety services. Working with the fire department to update their equipment and more fully coordinate with City staff.

Worked with Rockville Economic Development Inc (REDI) and City staff to ensure that all of Rockville’s current and future businesses, in neighborhoods throughout Rockville have the support needed to be able to thrive and succeed.

Approved a new vision for downtown with more housing, walkability, economic development, and support for local businesses.

Advanced a long-awaited master plan to transform a historic property that had sat largely underused for decades into a community asset.

Advanced Vision Zero initiatives, pedestrian improvements, and transportation-safety legislation.

Maintained responsible finances while investing in parks, community centers, recreation, housing, and public services.
