Recently, ICE activity near Bohrer Park in Gaithersburg sparked public outrage. Reports indicated that an individual may have been detained near a community center and in close proximity to a school. In response, some critics argued that the incident proved Gaithersburg should adopt legislation similar to Montgomery County's County Values Act recently passed by the Montgomery County Council. But that claim misunderstands the limits of the law itself.
