In November 2025, the Rockville Mayor and Council amended the city's landlord-tenant code to require landlords to notify tenants 14 days ahead of a scheduled eviction. It just made sense to me to extend the notice so that tenants have more time to make arrangements for their move or to seek assistance with the rent.
State law requires a landlord to notify tenants of a scheduled eviction at least six days prior to the eviction date. However, the law allows local jurisdictions to increase the requirement of the six-day notice to a 14-day notice. The recent Rockville Mayor and Council decision takes advantage of this enabling legislation.
This Mayor and Council have had numerous discussions among ourselves and with staff about strengthening the landlord-tenant code. There is a long list of items that staff believes will help do that.
The list has been reviewed and commented on to staff by various organizations, including renters’ organizations like the Montgomery County Renters Alliance and others as well as developed by outreach to residents through the website EngageRockville and through email, surveys and meetings. Additionally, we have heard testimony at Community Forum on various aspects of these provisions.
Some of the requested feedback from staff is below. This is only part 1 of the discussion. Much more is coming in round 2 soon.
